144Matters relevant to application for consent that authorises change to spatial application of plan provisions

  1. A consent authority may grant a planning consent that, if given effect to, authorises a change to the plan provisions that apply to an area in accordance with section 98.

  2. However, the consent authority may grant a consent to which subsection (1) applies only if—

  3. the proposed change to the plan provisions involves the application of standardised plan provisions (and not bespoke provisions); and
    1. the consent authority is satisfied that, if the consent were given effect to and the change to the plan provisions were to occur, it would provide a significant benefit to the provision of any of the following in the district:
      1. housing:
        1. employment:
          1. infrastructure; and
          2. the consent includes provisions that specify—
            1. the boundaries of the area to which the change would apply; and
              1. the standardised plan provisions that would apply to that area.
