217Notice to Registrar of proceedings
A plaintiff must serve notice on the Registrar of any proceeding under this Act to which the Registrar is not otherwise a party.
The Registrar may intervene in, and contest and argue any question arising in, the proceeding.
The Registrar is to be taken to be a party to the proceedings with all the rights, duties, and liabilities of a party, except that the court must not make an order for costs against the Registrar unless there are special circumstances that in the opinion of the court make it appropriate to do so.
