194Transferability of coastal permits

  1. Unless the permit or a plan rule expressly provides otherwise, a holder of a coastal permit—

  2. may transfer the whole or any part of the holder’s interest in the permit to any other person:
    1. may not transfer the whole or any part of the holder’s interest in the permit to another site.
      1. The transfer of the holder’s interest in a coastal permit has no effect until written notice of the transfer is given to the permit authority that granted the permit.
