Administrative matters - Chief executive may approve persons to have principal role in developing standards

96: When person must be approved under this subpart

You could also call this:

"You need special approval to help make government rules if you don't work for the government"

If you're not working for the government, you might still be asked to help make important rules. The person in charge (called the chief executive) might think it's a good idea for someone outside the government to take the lead in making these rules. If this happens, you need to get special approval before you can do this job.

You also need to get approval if you've made (or are going to make) some guidelines or rules that the government wants to use as part of their official standards. This applies even if the government plans to change your rules a bit before using them.

In this part of the law, there are two important terms to know. An "approved person" is someone who has been given permission to help make these rules. A "non-public service person" is anyone who doesn't work for the government.
