The law says regulations can do several things. You might have to pay charges when Customs officers attend to things for the purposes of the Customs and Excise Act. You might also have to pay charges when Customs makes rulings under section 336(1)(c).

408Regulations for recovering costs for attendance of Customs officers, etc

  1. Regulations may do any of the following:

  2. impose charges for any of the following:
    1. the attendance of Customs officers for the purposes of this Act:
      1. the making of Customs rulings under section 336(1)(c):
      2. prescribe the amounts of the charges or the way in which they are to be calculated:
        1. authorise the chief executive to determine the persons who must pay the charges (so far as those persons are not prescribed under section 403(6)(b)).
          1. Charges may be any of the following:

          2. fixed charges:
            1. charges based on a scale or an hourly or other unit basis:
              1. charges based on actual and reasonable costs.
