If you are in charge of a craft that arrives at a place that is not a Customs place, you must follow certain rules. You have to report to a Customs officer or a police officer right away. You cannot let anyone unload goods from the craft or let the crew or passengers leave the area without a Customs officer's permission.

You must do what a Customs officer tells you to do about the goods and people on the craft. If you want to unload goods, you need a Customs officer's consent, unless section 78(a) or (b) says you do not need it. The crew and passengers cannot leave the craft's area without a Customs officer's permission either.

Everyone on the craft must listen to a Customs officer's instructions and follow them.
