The chief executive can give a special identifier to a registered user for them to use in the system. You can use this identifier to access the system, send documents to it, or get documents from it. The chief executive decides what the identifier looks like and how it is used.

The identifier is just for you to use, or for someone you choose to use it for you. You can only use it to work with the system, not for anything else. The chief executive can also set rules for how you use and keep your identifier safe.

If you already have an identifier, the Director-General of Biosecurity can use the same one for other purposes. This is allowed under the Privacy Act 2020, even if it says something else about keeping information private.

Registered user systems

326Assignment, use, and security of unique user identifier

  1. The chief executive may, for the purposes of a registered user system, assign to any registered user a unique user identifier—

  2. for use by that user, or that user’s nominated representative; and
    1. in any form, or of a nature, that the chief executive considers appropriate.
      1. A unique user identifier assigned under subsection (1) may be used only—

      2. by or on behalf of the registered user; and
        1. for the purpose of accessing, transmitting documents to, or receiving documents from the registered user system.
          1. The chief executive may, by notice in writing, impose conditions on the use and security of all or any unique user identifier.

          2. The Director-General of Biosecurity may, for the purposes of any enactment, assign the same unique identifier to a person that has been assigned to that person by the chief executive under this section.

          3. Information privacy principle 13(2) in section 22 of the Privacy Act 2020 does not restrict the power of the Director-General of Biosecurity under subsection (4).
