The chief executive can let a craft arrive at a place that is not a Customs place. You need to know that before they make this decision, they must talk to certain people, including the Director-General of Biosecurity, the chief executive of the Ministry of Health, and the Commissioner of Police. They may also need to talk to the Director of Civil Aviation if the craft is an aircraft, or the Director of Maritime New Zealand if it is a ship.

The chief executive can give this permission with conditions, such as what goods or people can be on the craft. They decide what conditions are appropriate when they give the permission. You can find more information about this by looking at s 25(1)(b), (1A), (1B).

The chief executive makes the final decision about the conditions and who they need to talk to. They consider what could be affected by letting the craft arrive at a different place. This helps them make a decision that works for everyone.
