The chief executive can choose a port or airport to be a special place for customs. You can find this information in the Gazette, which is like a newspaper for official notices. The chief executive can also add rules or limits to this choice.

The chief executive gets to decide what rules or limits are needed for a customs port or airport. These rules can be different for each place, depending on what the chief executive thinks is best. You can look at s 9 to compare with other laws.
