19Persons leaving or boarding arriving craft before inward report made

  1. No person may leave or board a craft unless authorised to do so by a Customs officer—

  2. from the time of the craft’s arrival at a Customs place:
    1. until an inward report has been provided to Customs under section 24(1)(a).
