7Entitlement of overseas-qualified applicants to registration within scope of practice

1. A person who does not have a prescribed qualification for a scope of practice is entitled to be registered within that scope of practice if the Board is satisfied that—

2. the person has an overseas qualification equivalent to a prescribed qualification for a scope of practice (except to the extent that it may not include a component whose satisfactory completion ensures that its holder—
   1. is competent to practise as a social worker with Māori; and
   2. is competent to practise as a social worker with various ethnic and cultural groups in New Zealand); and
3. either—
   1. the person is registered or licensed as a social worker, or as the practitioner of a profession equivalent to that of a social worker, in a State other than New Zealand (whether the State in which the equivalent qualification was obtained or some other State); or
   2. there are good reasons for the person not being so registered or licensed; and
4. the person has satisfactorily completed a course or courses of training ensuring that the person—
   1. is competent to practise as a social worker with Māori; and
   2. is competent to practise as a social worker with various ethnic and cultural groups in New Zealand; and
5. the person can speak and write English reasonably effectively, and understand spoken and written English reasonably well; and
6. the person has enough practical experience in practising as a social worker; and
7. the person’s competence to practise as a social worker has been found satisfactory under Part 3; and
8. the person is a fit and proper person to practise as a social worker; and
9. the person intends to live and practise as a social worker in New Zealand.
