To get temporary registration as a social worker, you must meet some criteria. You need to be a fit and proper person to practise as a social worker. You must also be able to speak and write English reasonably effectively, and understand spoken and written English reasonably well. You have to be visiting New Zealand temporarily and want to work as a social worker at a particular place. You need to have enough knowledge and practical experience of social work to do the job at that place.
