When you read this part of the law, some words have special meanings. The word "agency" refers to any person or group, whether they work for the government or a private company. It also includes government departments and special projects that involve multiple departments.

The law also talks about a "database", which is a system that stores information. This can include computers and other technology that help transfer or process information. You can access a database directly by searching it or copying the information it contains.

A "holder agency" is an organisation that is listed in a special table in Schedule 2. The law defines "information" as both personal and non-personal details. Personal information is about a specific person, while non-personal information is not about anyone in particular.

The "responsible Minister" is the government minister in charge of a particular agency or group of agencies. This minister is responsible for making decisions about that agency.
