Health Act 1956

Powers and duties of local authorities - Nuisances

35: Proceedings when nuisance caused by default outside district

You could also call this:

"Dealing with problems caused by someone outside your local area"

If you think someone's actions outside your local area are causing a problem in your area, you can take action against them. You can do this in the same way as you would if the problem was caused by someone in your area. This means the person who caused the problem can be held responsible, even if they were outside your local area when they did it.
