The Director-General must be satisfied that you have the right skills to be a screening programme evaluator if you are not a Ministry employee. You must have the technical competence to do the job, or employ people who do. You also need to have plans in place to avoid or manage any conflicts of interest that may arise, and you must administer those plans properly and follow any conditions given to you, as well as comply with the obligations under this Part, before the Director-General can designate you as a screening programme evaluator, despite what is said in section 112U.

112WCriteria for designating persons who are not Ministry employees

  1. Despite section 112U, the Director-General must not designate a person who is not an employee of the Ministry as a screening programme evaluator unless the Director-General is satisfied that the person—

  2. has, or employs persons who have, the technical competence to undertake the functions of a screening programme evaluator; and
    1. has in place effective arrangements to avoid or manage any conflicts of interest that may arise; and
      1. will administer those arrangements properly and competently and in compliance with any conditions on which the designation is given; and
        1. will comply with the obligations on that person under this Part.
