14Purposes of privileges, immunities, and powers of House of Representatives

  1. The privileges, immunities, and powers exercisable by the House of Representatives, its committees, and its members are exercisable—

  2. to maintain the integrity of the House of Representatives as a democratic legislative assembly; and
    1. to secure the independence of the House of Representatives, committees, and members in the performance of their functions.
