The Remuneration Authority has to talk to some people before making a decision. You need to know they talk to the Speaker, the Minister Responsible for Ministerial Services, and the Commissioner of Inland Revenue. The Commissioner of Inland Revenue helps with how the decision affects members' tax. The Remuneration Authority then makes a draft decision and gives all members a chance to look at it and say what they think. They have to give members a reasonable amount of time to do this.
