23Application of sections 24 and 25

  1. Sections 24 and 25 apply if civil or criminal proceedings in a court or tribunal are commenced against a person in respect of the communication by the person or the person’s agent or employee, under the House of Representatives’ or a committee’s authority, of 1 or more of the following:
