If you look at a part of the law called section 37ZI, you will see it is about dismissing an appeal. You will also see that this section was repealed, which means it is no longer part of the law. This change happened on 1 July 2003, because of something called section 266 of the Local Government Act 2002, which you can find on the legislation website. This means section 37ZI is not used anymore.
