When you look at the law about the Public Works Act 1981, you will find that some parts of it have been changed. These changes are related to the dissolution of the Auckland Regional Services Trust, which is part of the Local Government Act 1974. The changes were made by the Local Government (Auckland) Amendment Act 2004, which you can find on the legislation.govt.nz website.
