517CPurposes of this Part

  1. The purposes of this Part are—

  2. to enable any land drainage scheme or water race scheme to be transferred to the ownership and responsibility of the ratepayers served by the scheme where that is the wish of those ratepayers; and
    1. to ensure that the manner in which any such scheme is transferred protects—
      1. the interests of all ratepayers served by the scheme; and
        1. the public interest in the effective operation of this Act and other Acts by local authorities.
