Regional councils can help pay for projects that their constituent authorities are doing. You might wonder what this means, but the important thing to know is that this rule is no longer in effect. It was stopped from being a rule on 1 July 2003, by a change made in the Local Government Act 2002, which you can read more about by following the link to section 266 of that Act.
