517EInitiation of transfer

  1. Subject to section 517F, any person who is a scheme user of a land drainage scheme or water race scheme may file, at the principal office of the local authority that has control of the scheme,—

  2. a petition requesting the transfer of the land drainage scheme or water race scheme to the scheme users; and
    1. a transfer proposal.
