If you look at the law about protecting water and waterworks, you will find a part that used to be about diverting water from waterworks when there is a flood. This part of the law is called section 394, but it is no longer in use because it was repealed. It was repealed on 1 July 2003 by section 266 of the Local Government Act 2002, which you can find on the legislation website.
