If you look at a part of the law called the Local Government Act 1974, you will find something called section 419. This section is about surcharges for exceeding allocations for regional water supply. You should know that this section was repealed, which means it is no longer part of the law, on 1 July 1992, by section 42(1) of the Local Government Amendment Act 1992.
