This law is about community centres and it says that other laws you have do not get cancelled. You still have the powers that other laws give you, even if this law is talking about community centres. The part of the law that says this was actually repealed, which means it was cancelled, on 1 July 2003 by section 266 of the Local Government Act 2002.
