When you look at a part of the law called the Local Government Act 1974, you will find a section that was called 'Completion of roll'. This section was part of the special rules for the Auckland Regional Authority. You should know that this section is no longer in use because it was repealed, which means it was removed from the law. It was repealed on 1 October 1991 by a change made to the law through the Local Government Amendment Act 1991, which you can find more information about by following the link to section 21(1).
