If you look at a part of the law called the Local Government Act 1974, you will find something called section 654. This section is about recovering market charges, but you should know it is no longer in effect. It was repealed, which means it was cancelled, on 1 July 2003, by a part of the Local Government Act 2002, which you can find on the legislation.govt.nz website.
