If you look at a law called the Local Government Act 1974, you will find a part that used to be about recovering energy charges. This part was called section 531, but it is no longer in use because it was repealed. You can find out more about what repealed it by looking at the Energy Companies Act 1992, section 89(2), which changed the law on 7 October 1994.
