If you look at a part of the law called the Local Government Act 1974, you will find a section that used to be called Provisions pending determination of appeal. You can find this section under the number 37ZZN. This section was repealed, which means it is no longer part of the law, on 1 July 2003. It was repealed by section 266 of the Local Government Act 2002, which you can read more about on the legislation website.
