When you look at the law about the Auckland Regional Authority, you will see a part called 'Roll for by-elections'. This part is actually no longer in use because it was repealed. You can find out more about what repealed means and how it happened by looking at the Local Government Amendment Act 1991. This change occurred on 1 October 1991.
