If the Minister wants to make a small change to correct an error, or to reflect changes made by the Crown Minerals Amendment Act 2023 or the Crown Minerals Amendment Act 2025, then some rules do not apply. The Minister has to follow certain rules when making changes to a minerals programme. You can find more information about these rules in section 19(1).

If the Minister decides not to make a proposed change to a minerals programme, they must tell the public and the people who made submissions about the proposed change under section 18. 16Changes to minerals programmes

  1. The Minister may propose any change to a minerals programme.

  2. In sections 17 and 18, a reference to a draft minerals programme includes a reference to a draft change to a minerals programme.

  3. Nothing in section 17 or 18 applies to any change to a minerals programme if the purpose of the change is to—

  4. correct any error and the effect of the change is minor; or
    1. reflect and give effect to the amendments made by the Crown Minerals Amendment Act 2023; or
      1. reflect and give effect to the amendments made by the Crown Minerals Amendment Act 2025.
        1. Subsection (5) applies if the Minister decides not to proceed with a proposed change to a minerals programme and no recommendation is made to the Governor-General under section 19(1).

        2. The Minister must—

        3. publicly notify his or her decision; and
          1. notify every person who made a submission on the proposed change under section 18.
