23: Purpose of permits

You could also call this:

"What a permit lets you do with minerals"

The purpose of a permit is to let you do certain things. If you have a prospecting permit, it allows you to look for minerals as stated in the permit. You can only look for the minerals that are specified in your permit.

If you have an exploration permit, it lets you search for minerals as stated in the permit. This permit also only allows you to search for the minerals that are specified in it. You must follow what your permit says.

If you have a mining permit, it allows you to mine for minerals as stated in the permit. Again, you can only mine for the minerals that your permit specifies. This is what the permit is for.
