89AApplication of this subpart

  1. This subpart applies to—

  2. a permit holder:
    1. any person who applies for a permit before commencement if the application has not been determined on commencement:
      1. a licence holder:
        1. a person who transfers a permit or licence or all or part of a participating interest in a permit or licence on or after commencement, and a person to whom the permit or licence or all or part of a participating interest is transferred:
          1. a person who on commencement held a permit which has subsequently expired, been surrendered, or revoked (former permit holder):
            1. a person who on commencement held a licence which has subsequently expired, been surrendered, or revoked (former licence holder).
