The responsible Minister can recommend making rules under section 86 if they are satisfied with some things. You need to know that the fee or charge must recover no more than the actual costs of the activity. The fee or charge should be similar to what users of the service normally pay, and the costs should be incurred efficiently. The Minister must also be satisfied that the relationship between the costs and the activity is clear. The Minister looks at whether the costs are reasonable and whether the users of the service are paying a fair amount. You should understand that the costs include both direct and indirect costs. The Minister wants to make sure that the fee or charge is fair and that the costs are being used efficiently. The Minister checks that the users of the service are paying a fee that is similar to what they would normally pay. The Minister also checks that the costs are being used in a way that is clear and easy to understand.
