38ECommissioner may make inquiries and request further information

  1. On receipt of an application for approval, the Commissioner—

  2. may make whatever inquiries the Commissioner considers necessary to determine whether the application should be granted; and
    1. may request the applicant to provide any further information or documents that the Commissioner considers necessary to determine whether the application should be granted.
