Illustration for Arms Act 1983

You want to import a pistol carbine conversion kit into New Zealand. The Police can ask you to show them samples of the kit for testing. They need to check the kit is safe. You can only get a permit to import the kit if you have a good reason. The kit must be for a pistol that is short and can only fire slow ammunition. The kit cannot change the pistol in any other way. You must have a firearms licence that says you can have a pistol. You must also have a permit to import or have a pistol. If someone else is importing the kit for you, they must have a firearms licence and a dealer's licence. The permit to import the kit is only for you and cannot be given to someone else. The Commissioner can grant a permit without checking some things if you are applying in a special role, as outlined in section 29(2)(b), (c), (d), or (e). Your dealer must have a licence that allows them to have a pistol, as stated in section 30. You must meet the requirements, as stated in section 18 and section 35.

A member of the Police to whom an application is made for the issue of a permit to import a pistol carbine conversion kit may require the applicant to produce for examination and testing samples of any pistol carbine conversion kit of the kind referred to in the application that the member of the Police considers necessary.

  2. The Commissioner may grant an application for the issue of a permit to bring or cause to be brought or sent into New Zealand a pistol carbine conversion kit only if—

      1. the pistol carbine conversion kit specifically enables a pistol that has an overall length of no more than 400 millimetres and is capable of firing specified ammunition only at a muzzle velocity of 1,600 feet per second or less to be fired from the shoulder; and
        1. the pistol carbine conversion kit does not modify the pistol in any way other than as specified in subparagraph (ii); and

            2. However, if an application is made by an applicant in the applicant’s capacity referred to in section 29(2)(b), (c), (d), or (e), the Commissioner may grant the application without being satisfied of the matters in subsection (2)(a)(ii) and (iii).

            3. If the applicant has appointed a dealer to import a pistol carbine conversion kit as their agent, the dealer must hold—

            4. a firearms licence; and
              1. a dealer’s licence that bears an endorsement made under section 30 permitting the dealer to possess a pistol.
                1. Any permit issued under this section is personal to the person to whom it is issued and may not be transferred to any other person.
