When goods or services are regulated, you must apply the published input methodology. This methodology is published as referred to in section 52W. You apply it according to the section 52P determination.

You also apply the methodology when deciding whether to regulate goods or services. This includes deciding on prices or quality standards for the goods or services. Everyone who recommends, decides, or determines these things must apply the methodology.
