When you make a proposal for a customised price-quality path, you must pay the Commission's costs for assessing and setting or reconsidering it. The Commission's costs include the expenses they incur when looking at your proposal and deciding on a customised price-quality path. If you pay more than the Commission's costs, they may refund you the extra amount. The Commission can decide how to recover their costs. You are responsible for paying the Commission's costs, and they will sort out how to get the money from you.
