In sections 177 to 183 of this law, you’ll find some important words with special meanings:

A “local railway” means all railways and tramways, no matter what law they were built under. But it doesn’t include railways owned, held, or used by the government or a railway operator. A railway operator is defined in section 2 of the New Zealand Railways Corporation Restructuring Act 1990.

The “Minister” in these sections means the Minister of Transport.

“Proprietors” are the people who own, manage, or control a local railway at any given time.
