68Purpose

  1. The purpose of this Part is to establish procedures for the development, issue, amendment, review, and revocation of codes of welfare that—

  2. relate to animals that are owned by any person or are in the charge of any person; and
    1. establish minimum standards with regard to the way in which persons care for such animals and conduct themselves towards such animals; and
      1. include recommendations on the best practice to be observed by persons in caring for such animals and in conducting themselves towards such animals.
