The Animal Welfare Advisory Committee was already in place before this Act started. You can think of it as if it was appointed by the Minister of Agriculture under section 21(1) of the Ministry of Agriculture and Fisheries (Restructuring) Act 1995 from 1 July 1995 to 28 February 1998. Then, from 1 March 1998 until this Act started, it was as if the committee was appointed by the Minister of Agriculture under section 18(1) of the Ministries of Agriculture and Forestry (Restructuring) Act 1997.

When this Act started, two committees were dissolved. These were the Animal Welfare Advisory Committee and the National Animal Ethics Advisory Committee, which was appointed under section 19A of the Animals Protection Act 1960.

186Advisory committees

  1. The Animal Welfare Advisory Committee, appointed under section 13 of the Ministry of Agriculture and Fisheries Act 1953, is deemed to have continued in being throughout the period beginning on 1 July 1995 and ending with the commencement of this Act as if—

  2. throughout the period beginning on 1 July 1995 and ending with the close of 28 February 1998, it had been appointed, and its functions had been defined, by the Minister of Agriculture under section 21(1) of the Ministry of Agriculture and Fisheries (Restructuring) Act 1995; and
    1. throughout the period beginning on 1 March 1998 and ending with the commencement of this Act, it had been appointed, and its functions had been defined, by the Minister of Agriculture under section 18(1) of the Ministries of Agriculture and Forestry (Restructuring) Act 1997.
      1. On the commencement of this Act,—

      2. the Animal Welfare Advisory Committee referred to in subsection (1); and
        1. the National Animal Ethics Advisory Committee appointed under section 19A of the Animals Protection Act 1960,—
          1. are dissolved.
