17QPowers to grant concessions

Subject to this Part, the Minister may grant a concession in the form of a lease, licence, permit, or easement in respect of any activity.
The Minister shall not grant an easement in respect of an activity if a lease, licence, or permit may be granted in respect of the activity and the Minister considers that a lease, licence, or permit is more appropriate in that case.
Part 4A does not apply to any lease or licence granted under this Part.
