65: Cancellation of resident visa before holder first arrives in New Zealand as holder of visa
or “Rules for cancelling a resident visa if you haven't entered New Zealand yet”

You could also call this:

“Minister or immigration officer can cancel temporary or transit visas”

You should know that the Minister or an immigration officer can cancel some types of visas if they think there’s a good enough reason. They can cancel a temporary entry class visa at any time if you’re outside New Zealand. They can also cancel a temporary entry class visa that has been extended under section 78 at any time. Additionally, they can cancel a transit visa at any time.

If the Minister or an immigration officer cancels your visa under this rule, and you’re outside New Zealand, they must let you know in writing. This means they have to send you a letter or an email to tell you that your visa has been cancelled.
