420: Information requirements for carrier, and person in charge, of commercial craft
or “Information required from commercial transport operators before arriving in New Zealand”

You could also call this:

“Reporting requirements for craft operators when passengers who entered New Zealand before 2009 leave on a different craft”

If you were on a craft that came to New Zealand before section 404 started, and you didn’t need a permit to be in New Zealand because of certain rules in the old law, but you’re not on that craft when it’s leaving New Zealand, there are some rules to follow.

The people in charge of the craft have to tell an immigration officer about you. They need to report about you just like they would for a crew member or someone in a special group. They have to do this according to section 118(1)(c) of the law.

This rule makes sure that the people running the craft keep track of everyone who came on it, even if you’re not leaving on the same craft. It’s a way to keep records of who comes in and out of New Zealand.
