9A: Meaning of mass arrival group

“How the law defines a large group of people arriving in New Zealand together”

In this law, a mass arrival group means more than 30 people who come to New Zealand together. These people must fit into certain categories described in section 115(1). They can arrive in one of these ways:

On the same boat, plane, or other vehicle.

On a group of vehicles that arrive at the same time.

On a group of vehicles that arrive close together in time, or in a way that shows they meant to arrive as a group.

When we talk about vehicles in this case, we don’t mean regular planes that fly to New Zealand as part of their usual schedule.

9AMeaning of mass arrival group

  1. In this Act, mass arrival group means a group of more than 30 people, each of whom falls within 1 or more of the classes of person described in paragraphs (a) to (f) of section 115(1), who arrive in New Zealand—

  2. on board the same craft; or
    1. on board the same group of craft at the same time; or
      1. on board the same group of craft and within such a time period or in such circumstances that each person arrived, or intended to arrive, in New Zealand as part of the group.
        1. In subsection (1), craft does not include a craft travelling to New Zealand in the course of a scheduled international service.
