The National Controller is a big role in New Zealand. You will be the National Controller if you are the Director-General. If the Director-General chooses someone else, that person will be the National Controller. The Director-General can choose someone to take their place in an emergency. This person will have the same powers as the National Controller. The Director-General can make this choice at any time, even if there is no emergency. 19Role of National Controller

  1. The National Controller is—

  2. the Director-General; or
    1. if a delegation under subsection (2) is in force, the Director-General’s delegate.
      1. The Director-General may, in writing, delegate any function or power of the Director-General referred to in sections 14(i) and 15(2) to any person for the purpose of dealing with a state of national emergency.

      2. If no delegation has been made under subsection (2), the Director-General has all the powers conferred on the National Controller by this Act.

      3. A person to whom functions and powers are delegated under subsection (2), while the delegation is in force, has all the powers conferred on the National Controller by this Act.

      4. The Director-General may exercise the power to delegate at any time, whether or not a state of national emergency is in force or is imminent.

      5. Section 22 applies to an exercise of the power of delegation under subsection (2).
