127Emergency powers of authorised Controllers

  1. An authorised Controller may—

  2. carry out or require to be carried out all or any of the following:
    1. works, including (without limitation) works on land, water, and infrastructure:
      1. clearing roads and other public places:
        1. removing, disposing of, securing, or otherwise making safe, dangerous structures and materials including structures and materials on private land:
        2. provide for the conservation and supply of food, water, fuel, and other essential supplies.
