  1. Subsection (2) applies if—

  2. a state of local emergency is in force for a location (the affected location); and
    1. the Minister or an authorised person considers that the resources of another location that is not affected by an emergency (the unaffected location) are needed to assist the affected location.
      1. The Minister or an authorised person may declare a further state of local emergency for the unaffected location.
