130Power to close roads and public places

  1. The action specified in subsection (3) may be taken by either of the following:

    1. a person authorised by a relevant emergency management plan to exercise the power in this section.
      1. The person may take the action authorised in subsection (3) if the person believes on reasonable grounds that the action is necessary to do 1 or more of the following:

      2. limit or reduce the extent of the applicable emergency:
        1. prevent potentially negative effects of the applicable emergency.
          1. The person may prohibit or restrict the following from accessing a road or public place:

          2. persons, including 1 or more classes or groups of persons:
